Can't use trade system

I've completed act 4 and am currently playing through interludes and haven't unlocked the trade system in my hideout. Ange didn't have a quest for some reason and she is in my hideout, but without any option to open the marketplace.

Double check the NPCs in act 4 to make sure there aren't missing dialogues.
