Act 2 Bug: Cannot Progress in Story

I am currently just past the creation of the horn of the vastiri. Or so I thought....

I completed all three of the quests; to get the tusks, the essence of water, and the fire thing. Brought them back to Zaraka. Then I switched characters to do a thing, switched back after a couple of maps, and it acts as though I did none of the quests (starting with A Theft of Ivory).

I do not have the horn. I seem to not even have the ability to GET the horn. It tells me to go to the bone pits. I do so, kill the boss, but the tusks don't drop. Nevertheless it tells me to get the tusks.

The heck do I do?

I have now tried reinstalling. No joy....

Returning the tusks sparked the rest of the quest dialogue to reveal the horn!
