Not sure why I cant equip newly crafted obliterator bow

I am attempting to change out my old bow for a new one I crafted, and I use this in my 2nd weapon set for stormcaller arrow. For some reason when I equip the new bow I can no longer use the skill or have the bow & quiver equipped. As far as I understand, once a gem level goes above lvl 20, the requirements are still the same as if it were lvl 20 (137 dex in this case). With increased projectile lvl on amulet and new bow stormcaller would be at lvl 23 (lvl 18 base). The obliterator bow requirement is 167 dex, which I have exactly on my character without quiver equipped (quiver has 33 dex).
