[Bug] Lunar Blessing + Second Wind Permanent Uptime

When you read Lunar Blessing, it says Cooldown does not recover during buff effect, yet when combined with Second Wind you can achieve permanent uptime.

I think this is an unintended interaction and feels broken.

Hopefully GGG can hotfix soon.

You need to invest into max rage and cooldown for that to happen?
It only shoot when you attack, the buff is pretty strong and the skill very cool, doesnt seem to be broken after the "nerf".

It's one of the highest level skills. It should be strong. It's not quite permanent but yes you can socket for shorter cooldown recovery gem and get some on the skill tree. Creating "permanent uptime" requires investment. It's not like you get it at level 1.
