[Bug] Lunar Blessing + Second Wind Permanent Uptime

When you read Lunar Blessing, it says Cooldown does not recover during buff effect, yet when combined with Second Wind you can achieve permanent uptime.

I think this is an unintended interaction and feels broken.

Hopefully GGG can hotfix soon.

Maybe they didn't update the tooltip, but they changed Lunar Blessing in 0.4d

/edit: just checked, it doesn't say that anymore in the tooltip aswell
