Bug Report ID: #1540404112 - Bear endurance charge generation bug

- Problem 1: When equipping 2 talismans (weapon 1 set to bear and weapon 2 set to wolf or wyvern), if you use a skill from weapon 2 and then use a skill that consumes at least 15 rage from weapon 1, that skill would not generate an endurance charge. This is probably because when the skill is used, it counts as being in wolf/wyvern form so the rage is consumed when you're not in bear form, because if weapon 2 is set to bear, the skill in weapon set 1 still generates 1 endurance charge.

- Problem 2: When equipping the Amor Mandragora talisman and another talisman, using a BEAR skill in the weapon set with the unique will cause any other bear skills from the other weapon set to be unable to generate any endurance charge (still happens even after removing the unique). Changing to other forms with the unique will cause Problem 1.
