POE2 Disciple of Varashta - Unable to use Ruzhan's Fury after allocating

I am unable to use Ruzhan's Fury after allocating. It does not show up in the list of skills available for Ruzhan or in the pop-up menu for the hotbar. It does however, show up in the details section of Ruzhan.

For context of the situation, I am only level 27 and have all 8 Ascendency points, so I'm wondering if that is possibly contributing to the underlying issue. I've tried unallocating and reallocating that node, and other Djinn nodes give me the ability without issue. It's just Ruzhan's Fury that won't show up for me.

I respecced some ascendency points to take Navira's Fracturing and that skill is also unavailable.
