Whispers of the Flesh ascendancy not applying with Blasphemy

Socketed Temp Chains + Blasphemy not applying Blood Mage ascendancy point "Whispers of the Flesh" dunno if intended. Walking near mobs they don't have a curse mark over their head or anything, sometimes the mobs are missing 15% hp but most of the time it seems like it's not working? Standing next to a mob with Life Regeneration mod and it was still healing up.

Edit: Realized my curse gem was too low level... derp
