Heroic Tragedy Jewels and the Songworthy Deeds

Quick question about this value from 100-8000. Is it random for every different player? I spent hours combing trade and inputting these values into maxroll to get the right passives and when I bought the jewel for 20 div it has completely different passives than on maxroll. Is it maxroll that’s not caught up or is it just the random mechanic of the jewel?
