What are the chances of omen of catalizing exaltation to work?

I had only open prefixes and used UUL-'s Netol Catalysts both time. I got item rarity and mana modifiers:

!!!After this I noticed Omen of Amelioration activated. Can anyone confirm it blocks crafting omens?

For example, Dextral necromancy worked just fine and added suffix desecration.
I've tried Lightning and Physical modifiers on a second ring and received Lightning and Fire mods with catalizing exaltation (amel omen turned off):
