Ice Nova + Spell Echo interaction is incorrect

With enough spell cast speed (if the cast time is under 1 second) and interacting with Cold Infusion, Spell Echo will only create 1 empowered Ice Nova, whereas if the cast time is over 1 second, it will correctly create 2 empowered Ice Nova. This behavior is also observed from external sources of increased casting speed, such as Acceleration Shrine.
