Druid Skill Herald of Ash Cannot Reactivate

The skill Herald of Ash for druid cannot reactivate.
I was trying the passive Lord of the Wilds and equipped a sceptre, then turned off the Herald of Ash skill.
Afterwards I cannot turn the skill back on, even as I took out the passive, re-equipped all my weapons, and relogged in.
