Higher level versions of uniques

Some uniques could be very decent in the endgame, but most of them roll on bad item bases with bad stats, so you lose too much by equipping them.
But there is already a mechanic where implicit skill levels up along with item levels. So we get a situation where a lvl15 unique requires lvl90 to equip, but still has bad stats.
This could be adjusted pretty easily:
1. Make higher versions roll on a higher bases of the same type (like Dyad Crossbow - Twin Crossbow - Gemini Crossbow)
2. Make flat and increases on weapons and life and res on items just have a tier like rare items and make that tier roll higher with item level (with or without cutting the lowest tiers).
3. If an item currently has out of range stat (like there being 300% increased phys, which cannot roll naturally), could just add "100% increased magnitude of physical attack modifiers on this weapon" or "hits with this weapon deal 100% more damage" or something, so normal rare mods are scaled to whatever the unique version should be.
