Are certain unique maps disabled?

I'm level 92 now and I still haven't finished my atlas points because I only ever get the exact same 3 unique maps: Fractured Lake, Untainted Paradise, and Viridian Wildwood. I also only found a single citadel so far and had to buy my fragments for beating the Arbiter... I never had this much of an issue with finding stuff on the atlas in the past leagues.

Having a similar issue, except I haven't seen fractured lake yet. For me it's untainted, wildwood, and silent cavern.
