Weapon set lock with sceptres not working

I have a Talisman with +30 int and a Sceptre with 106 int requirement. I'm at 110 int. Because some of the int required to use the Sceptre is on my main-hand Talisman, it won't let me lock the Sceptre off-hand for weapon set 2, even if I also lock the Talisman.

Another issue with Sceptres is that having "reduced attribute requirements" works for equipping the Sceptre, but not for support gems. E.g. if I have "35% reduced attributes requirements" on a Sceptre that normally requires 106 int, I can equip it with 68 int, but I can't socket any supports unless I have 106 int.
