Plasma Blast missing most of the time

My plasma blast is supposed to deal at very least 200k dmg, most often it will either do no damage while going straight through a boss as if it evaded (when I do it literally even in melee range with 100% chance to hit) or it will do 10k dmg as lvl 24 gem with tooltip that has highest damage of all my crossbow skills, while random galvanic shard shot will do lot more even on max range hitting with just 1 bullet, therefore I am 100% certain that plasma blast is bugged at the moment, and that issues were not present in 0.3

Main issues:
Plasma blast doesn't hit at all in over 50% of the cases
Plasma blast doesn't deal almost any damage that it's supposed to do even with lowest roll no crit possible.
