Bloodbilge Specter (Bind Specter skill gem) seems non-functional

As title, the Bind Specter version of Bloodbilge doesn't seem to work correctly.

When idle, it snaps to a compacted vase-shaped mass that vibrates rapidly (sometimes phasing through walls).

In combat, it approaches to melee range, then snaps to a compacted, vase-shaped mass that vibrates rapidly (doing no damage or attacks).
