Flicker strike not working properly

The skill Flicker Strike is not working correctly. Even with the power charges, every two rooms I run in sekhemas (and in maps this occours too) it simply does not activate at all, and it only starts working again when I relog the character. Im playing as a invoker monk.

Close combat II
Ancestral Call II
Hit and Run
Pinpoint critical
Perpetual Charge
