Why is it so hard to find the abyss boss?

Trying to get my 5th and 6th point, and the boss abyss depth wont spawn. Why is this frustrating problem even a thing. I have abyssal Ire on tree. Nothing. Come on

I dont think their that rare, your probably just having bad rng. I find them fairly regularly.
Its just a problem when you have progress thats gated behind rng drops/spawns. Ive played a fair amount, im lvl 95 currently and I still havent seen a single citadel. While im sure someone else whos played a similar amount have found loads of citadels. |

Yeah, I finally found it. Im pretty positive it was because i had leads to abyssal depths on 2 tablets. In my mind, abyssal depths turn into boss areas. But I think this on the tablets actually made it more likely would just be abysal depths. As soon as I removed those tablets. It popped up.
