Ritual sacrifice gets 8s cooldown when you reach lvl 90

Basically the title. When you get to lvl 90 the Ritual Sacrifice skill from ritualist ascendancy gets 8s cooldown out of nowhere. I checked wiki and poe2db and the skill doesn't have any cooldown there.

The cooldown scales with recovery rate from the skill tree, but you can't socket any cooldown recovery rate support into the skill.

I checked on my lvl 82 ritualist in standard - no cooldown. I also messaged 2 guys - one lvl 89 - no cooldown, and another lvl 90 - has cooldown (said, that just picked it as 4th ascendancy, and don't know if it was there before).

It's especially annoying, given how bad corpse highlighting and targeting works. It's very hard to see where the rare corpse lays, dark red highlight around the corpse is often almost invisible when in bright locations, and if you don't stand on top of the corpse your character will sacrifice herself, putting ability on 8s cooldown...

I've found the workaround for the issue - socketing dialla's desire removes the cooldown. Seems like the problem occurs only for level 20 skill and for level 21 everything is fine?
