Movement speed on 3 socketed boots / rune don't work?

For some reason it doesn't even calculate.

My current base is -6% MS without boots. (3% from Armor and 3% for exp)

I bought cheap boots with 35% MS and now I have MS modifier = 28%. Everything works.

Then I bought boots with 3 sockets.
30% on the item.
60% increased socketed items which gives me:
1. 8% movement speed. RUNE
2. Amaname's Gaze - 1% per 15 spirit (not sure if 60% works here)
(I have 384 spirit) - should get another 25% on top of it (+ 60% socketable items).

- Even if Amanamu's doesn't work - 38ms should give me 32% at the end.

But it always give me 21% no matter if I wear Armor or I don't.

It's just bugged.

I don't know if it's 3 sockets, or 60% essence, or this Amanamu's gaze.

Please fix.

Update: I bought 1 socket 35% boots with 60% increased socketable effect => 8% and it works.

So not sure if it's 2-3 sockets or Amanamu's which is most likley
