Organised forces atlas node doesn't work with overseer tablet

The 'Organised Forces' Atlas node does not apply to maps with an Overseer's Tablet, whereas 'Beyond Reality' works as intended, as shown in the screenshots below even though both nodes have same activation condition. The area level remains at 79, even though it should be level 80.
