Passive Lord of the wilds? why so many down sides?

i honestly dont understand what is the use for this passive? it increase's the spirit cost is insane
You can equip a non-Unique Sceptre while wielding a Talisman 50% less Spirit
・Non-Minion Skills have 50% less Reservation Efficiency
it not only increeases the cost but also cuts ur spirit in half
like am i missing something or its just Bad?

Devs, so what the idea how to use it ? whit what? this passive makes no sense at all .
