Bijouborne Cast on Charm use bugged interaction with summons

Hey,

when using the Bijouborne Belt, I can't use summons unless I have a skill socketed in the cast on charm use.

As you can see, when I have no skills equipped in cast on charm use does not allow me to summon new minions.
When I equip a skill into cast on charm use, my summons appear right away.

Steps to replicate:
1. Equip Bijouborne
2. If you have any skills in Cast on charm use, unequip them
3. "Lose" summons (decrease summon amount to 0 or change map). Reviving minions do respawn, so do companions
