getting huge lag every new area i enter

i've looked up many bug reports and tried deleting shader files and reinstalling the game, matched settings in game with a friend who doesn't have this problems i can't seem to avoid this. every time i log in every zone i enter. been happening since last league I learned to deal with it but coming back and dealing with it again and again is getting rough.

after i press esc and let it sit for a few minutes it settles down and i can play.

all i did in this image was open town portal and enter and i get this.

is this something on my end i can fix or is this GGG?

BTW POE1 i have no issues and everything loads instantly for me. like open game to getting into game with character takes like 20 seconds with no lag
