Chance Orb doesn't work on Talismans

There's at least a couple of talismans that are obtainable via gambling, which normally means that a chance orb could create it. If you try to chance orb a familial talisman even with omen of the ancients the response is:

Failed to apply item: Item cannot increase in rarity.
