Vengeful Fury no longer giving armour with rage

I have primal hunger and before I was seeing a substantial increase in armour but now there is no increase as of the current hotfix patch.. I'm not sure if it's linked to being shapeshifted or not

Bestial rage seems to apply so I'm confused about what does and does not when using Vengeful Hunger notable

I am having the same issue and after testing I found that bestial rage was also not applying for me as well as vengeful fury with primal hunger allocated. I know on Primal Hunger passive it states that there is "No rage effect" but should this apply to every passive that says "...% per rage" ?
