Navira's Fracturing doesn't activate Kurgal's Leash

Been experimenting with a Disciple of Varashta Sorceress

I recently obtained the Kurgal's Leash lineage gem and added it to Navira in hopes of it working with Navira's Fracturing. However, when I activate the ability, nothing happens. This seems unintended, since the ability is marked as a command skill, and since Navira's base ability, Navira's Embrace, does activate the buff, and the benefit then shows on the Navira's Fracturing tooltip.

I don't know if the bug report ID will show much, but I've attached it, just in case:

First ascendency that actually wants me to utilize weapon-swap, and then it doesn't work. Sad times.
