Skill Speed increases not affecting Use Time of Lunar Blessing or Savage Fury

The tooltip for Skill Speed says it applies to the Use Time for all skills, but it is not affecting the Use Times of Lunar Blessing or Savage Fury. I have a number of Skill Speed increases while shapeshifted, but as seen in the screenshots, the Use time of these skills is not affected. (Global Skill Speed increases from passives don't work either.)
