Cannot go up to the next level in Sinking Spire map

Opened a tower map, Sinking Spire.

Cleared the lowest level, had the vaal temple 6 rooms ready, so did that. Went back into the map and there is no stairs to go upstairs that I can access. The visual stairs are there, but it has not the portal function to go up to the next floor. I put abyss and ritual tablets on the map.
