PoE 2 0.4 - Blocked at act 4 (QUEST ARASTAS)

Hello, I have a problem with the game, I'm blocked at act4 with my character, Quest Arastas, the NPC do not move and I can't continue the quest...

In addition, my PC crashed when I arrived at Arastas at the NPC, and when I returned, the quest was stuck and the NPC was no longer doing anything, as shown in the image above.

I tried resetting the instance and the city, but nothing worked.
