Lightning Warp not work on coc/coa

Lightning Warp: Explosion and Shocked Ground radius is now 3 metres (previously 4). Shocked ground now lasts 8 seconds (previously 10). New additional behaviour: If used on an enemy that is not under the Cull threshold, it will now apply a Debuff that will cause its normal warping behaviour automatically if the enemy falls under the Cull threshold while the Debuff is active.

This causes Lightning Warp to consistently target enemies, even when there are numerous Ball Lightnings on the field and the enemy is at full health. This results in nothing happening except draining my mana, which shouldn't be the intended game logic.

CoC is so clunky and warp with gems is so bad. My original setup was CoC with Warp/unleash slotted. Realized that wasn't triggering at all at full energy due to the added cooldown.

Removed Unleash and warp from CoC and replaced with Frost Bomb. Warp, with no gems, still is auto-casting and acting like unleash is slotted/unable to activate due to C/D.

Tried removing the gems, bringing them to invent, porting, etc.
