Elemental Storm - Why

Why is Elemental Storm not considered a Storm skill ://???

Just realized this, same question.

Not only that, it's an "Orb" skill while Eye of Winter, which throws an Orb, does not have the "Orb" tag.

Elemental Storm's details explain a Storm, and Eye of Winter's details explain an Orb, but neither have the respective tag.
