[Mechanic question] Does shapeshift passive bonuses retroactively apply to lasting skills?

As title, I am wonder if casting "Storm" skills in human form (to make use of wand / staff / focus bonuses for spell) before shapeshift allow subsequent hits of the skill lasting instance also count the bonus that have "while shapeshifted" condition.

I am asking for specific case of Apocalypse (Shaman Ascendancy skill) and multitude of "while shapeshifted" passives on the tree such as Spirit of the Bear, Piercing Claw, Molten Claw, etc. But any theoretical deduction or general rules are also much appreciated.
