Impending Doom Undocumented Change

Impending Doom's doom blast no longer scales with 15% of current mana. This was not documented in patch notes at any point and I cannot find it changed anywhere. It now has flat damage scaling per level similar to other spells or Doedre's Undoing. This seems unintentional due to it being undocumented.
