herald of ash Bug on Bear

There seams to be a bug on herald of ash on bear form i can not acctivate it it say any mele weapons i have a mace and the talisman and i have 30 spirit but it is still not posible to acctivate it. it was acctive untill i turned it of for a moment and now i cant get it going again.

is it active on both weapon sets?
