Allow Optiscaler or add FSR4

Performance overall is just terrible even with Higher Mid-Range PCs, its so sad to see that this game is soooo extremely focussed on Nvidia Cards.

Let us AMD GPU Users at least use optiscaler, or implement FSR4 by yourself, otherwise this Mess is not playable
