Banners not generating glory on my tactician build

Hello,

I have a setup quite similar to the build to the tactician build created by lazy exile here https://mobalytics.gg/poe-2/builds/lazyexile-ballista--banner-tactician-league-starter?weaponSet=set1

The premise is you have weapon set one as cross bow to set your mortar cannons then the other set is wand/sceptre for banners and to debuff enemies.

I have just got the int to use the wand/sceptre and associated skill gems but now my banners do not generate any glory AT ALL. I tried to have banners active on both weapon sets to check if that was the issue (as only the crossbow set does damage) but still I generate 0 glory. I meet the str/dex requirement for banner skills in both weapon sets.

It does seem to be a bug as I cant see a reason they wouldn't work on either weapon set?
