Stuck in the interlude (you do not have the required quest state)

I have finished the khari bazaar quest line and the glade quest line. Now it tells me to go to “travel to scorched farmlands”
However I cannot use the way point because everytime I try to fast travel to “the refuge” it says “you do not have the required quest state”

This is a game breaking bug as I’m unable to progress to end game with my character stuck at level 65.
Please tell me how to solve this???
I am unable to travel to the sorched farmlands without the waypoint as there’s no way of physically walking there.

Can I have some help from the admin please?
The game is literally unprogressable and this is game
