Whispering Ice Staff Ice Storm Skill

The Ice Storm Skill of the unique Whispering Ice Staff doesnt mention consuming infusions for effects like its counterpart firestorm. But it does in fact consume infusions, however visuallay and damage wise I cant really tell wether the spell gets stronger. Does anyone know more?
