Mjölner feedback

This feedback is mostly about mjölner granted skill level and exceptional base properties but before I dive into that I wanna point out currently you cannot give quality to mjölner granted skill thundergods wrath, weapon quality doesnt affect it as it does with wands and staves so this needs a fix. Now about the skill level feedback:

-Thundergods wrath skill granted by mjölner grants 4 sockets even at level 19

-Currently only way to get level 20 thundergods wrath is to get an item level 86 mjölner, which can only drop from uber arbiter, because uber arbiter area level is level 84 (highest area level in the game currently) and you cannot reach that level through regular farming (waystones etc.).

-This means:

1) Getting a level 20 mjölner is very hard because finding citadels is really hard even then you have to farm uber arbiter a lot to drop this one target item

2) Even if you get a mjölner from uber arbiter if you ever want to upgrade your character via exceptional base properties you will need to farm insane amounts of uber arbiter to drop an exceptional based mjölner. And Im not even talking about corrupting the item to upgrade your character even more.

All this comes down to choosing between sacrificing the 5th socket for a potential +1-2 rune sockets and/or up to +10% quality on the weapon. And I think this choice should not exist and a level 20 thundergods wrath should be more accesible.

To make this possible:

1) Instead of only level 20, skill levels 18-19 or even only 19 should get 5th socket.

2) If giving level 18-19 5th socket is not a good solution at least getting a level 20 skill level should be possible with an item level 84 mjölner.
