CPU & Network issues?!

I played when PoE2 released firstly and it was going smooth, no frame drops no stutters, maybe 1 or 2 every couple of hours, but now its so crazy my network ms goes from steady 21 to 3400 and then back down in 4 seconds, every 20 seconds.
Its unplayable, plus i get some weird CPU issues where it spikes my CPU to 300-400ms and its temperature and core speeds drop, like the game stops using my CPU for 5 seconds and then it works normally for 20 seconds like the network issue?

I reinstalled GPU drivers (removed completly and then reinstalled), updated CPU drivers, deleted the game and then reinstalled.
The game worked fine now for like 2 maps and when i go into the city it just dies again, and continues to die in maps so literally i cannot play!!

Please someone help i want to play the game but due to this i just cannot!

OS: Windows 11
CPU: Ryzen 9 3900
GPU: RTX 3070
RAM: 3600mhz 32gb
Game is on a SSD

The game client for PS5 has major performance issues too so I doubt the problem is your hardware, for whatever reason the game client is using way more resources than it needs to. My guess would be part of it is inefficient coding for loading the maps and the other problem is way too many polygons in the models of even small objects like scenery vases, pots, etc. the game artist is probably trying to make the most beautiful objects they can and using way too many polygons in the process. This would explain the performance issues everyone is experiencing on both PC and PS5, the problem would be the models themselves being too highly detailed with tens of thousands of junk polygons that aren't needed

But why all of the sudden? Did they redesigned Act 1? Because i am in Act 1 and i have these issues, cant play whatsoever and its frustrating that there is no fixes (atleast i found none)! Sad to hear you also have this problem but atleast i know im not alone :/

I have that problem for like 2 weeks now, it just happens that there is bad load of instance that causes lag spikes.
It is aprox 1 in 4 loadings from character selection (or changing server) to not cause issue.

Most of the time i get bad loads because ground effect did not loaded on server or client, either from map, periodical curse or rare mob, and ends up as bad client - server communication.

I think there is some issue with ground effects cliping bellow ground tileset that causes it.
If you're using a VPN you will experience this from time to time. Either reset your VPN session or disconnect it and the problem goes away completely.

PoE has always acted funky when VPNs are being used.
