Question about +5 Minion Skills scepters

Hey, I’m a bit confused. From what I can see on PoE2DB and Craft of Exile, the T1 “+ to Level of all Minion Skills” mod only goes up to +4. But I keep seeing scepters with +5 to all Minion Skills listed for sale.

How are those actually made? Am I missing something?

Probably used with Hinekora's lock if it's a high value item.

+5 is legacy. You'd have to have it before they patched it out.
