How to get body armour above 20% quality

I see body armour on the market with quality above 20%, how are we able to increase the quality above the 20% cap?

Exeptional armor can go over 20% and have 4 sockets
|

Drop only, pretty rare also
Ps: don’t recombine them, I recombined 2sox boots low ilvl with 35ms boots thinking 50:50 on hitting the correct base, and i did, but it removed all sockets |
