Lightless Moray Invulnerability bug?

This seems unintended, maybe I'm wrong. When Lightless Morays (Rare/Elite) mobs do their tail swipe attack they are invulnerable for the duration of it. Seems unintended to me, is this a bug?

it doesnt seem confined to its tail burst either, minions that body block it in place seems to lock it in place so it can't do the animation but also keep it stuck in its invulnerability. |

Same thing. Moray jerkily slithers around the map while 2 of my high dps buddies + my other minions do probably millions of damage per second against it. It just crawls along the map like nothing. No modifiers.  |

this is STILL a thing
its really bad in the depths you get freaking body block and thier literally invincible for like 5-10 seconds meanwhile they can attack you |
