Staff Skill removed from bar when changing zone

I am using the staff the Lich Unborn with the skill His foul emergence.

Every time I change zone, the skill is removed from the skill bar...

The staff is in the 2nd set but I have tried to wear only the staff and it still happens.

This is infuriating.
