What is the purpose to adopt the passive skill of Eternal Youth now?

The Eternal Youth Keystone Passive Skill no longer causes your Life Flasks to recover Energy Shield instead, and now causes your Life Flasks to have 50% less recovery.

I don't understand what exactly mean, is it become a penalty if using it?
