Perfect exalted + Homogenized Omen + greater exaltation rolled T4 mod

Perfect exalted guarantees a minimum mod level of 50. There are many mods (especially those with a large number of tiers) where t4 has a level of >50. The omens you mentioned are irrelevant for this consideration.

Roll was on T4 Flat dmg would this be the case for those >50?

|
T4 flat phys is level 54. For flat elemental t4 is level 60.
