How to get npc's in my hideout?

Hi!

Ange is the only npc in my hideout. When I try to edit and add more, it says I have to encounter them before adding them. Never had this problem before.
Do I need to finish the whole campaign first? Or is there any other way to do it?

you need to finish acts + interludes. once you complete the campaign quest you'll be able to add them.
