Magma Barrier CD way to long!

Magma barrier has a 8 second cooldown/recharge before it can be used again for anyone who dont know it.
It has 2 ranks of reduced skill effect duration in the support gem section and yet they dont work, and no thats not a bug because it didnt work like that pre 0.3 either
please ggg make it so that the reduces skill effect actually works or make the cooldown not 8 seconds as it is very very unpleaseant to play

I don't even understand why nerf magma barrier? It was so fun an wasn't ever OP. And if it was, just nerf damage, why destroy the entire magma barrier build? I'm so sad and pissed about it
